Cedar Park could get its first vertical mixed-use building soon


Public hearings on a proposed vertical mixed-use building that would house 263 residential apartments as well as office/retail space in Cedar Park drew no public comments at the council’s regular meeting on April 13.

However, council members quizzed Richard Suttle, representing owners 900 Quest Parkway Partners, LTD, on several details regarding the project, which would be the first of its kind here.

Additional items on the council’s agenda were consideration of approval for construction of a $2.34 million wastewater improvement project and discussion on city water conservation stages and watering restrictions. The construction project was approved and watering restrictions will stay as they are.

As to the new development, the council held two first readings and public hearings. The first was to amend the future land use plan from regional office/retail/commercial to high-density residential. The second was to rezone it from general retail to planned development-mixed use.

Planning Manager Melissa McCollum said the proposed building is on 8.93 acres located at 910 Quest Parkway, across from Heritage Oak Park. It would be a four-story development with a minimum of 50 residential units per acre and a minimum of 11,000 square feet of nonresidential space. It would also have no less than 1.13 acres preserved as open space or parkland.

Official proceedings for the project began last year, with the council and planning and zoning commission meeting with owners between August 2016 and this past February.

The second set of readings and public hearings, as well as final consideration by the council, is tentatively scheduled for May 25, said Cedar Park media and communications manager Jennie Huerta.

In other business, the council authorized an agreement with Smith Contracting Co., Inc. of Austin for construction of the Lone Star Drive Wastewater Improvements project to provide upgraded wastewater services to portions of the city north of Cedar Park Drive and west of North Bell Boulevard.

The project replaces about 7,600 feet of eight-inch and 12-inch pipe, respectively, with 15-inch pipe along Lone Star Drive and Marquee Lane, at the intersection of East 

Whitestone Boulevard and North Lakeline Boulevard and under North Bell Boulevard into the Garner Lift Station.

Residential streets affected by the construction will receive new driving surface asphalt overlays as part of the project, said Michael Huber, senior utility engineer.

Work is expected to begin this summer and conclude by February 2018.

Finally, Mayor Matt Powell had requested that the council discuss the city’s watering restrictions. “The world changed a little bit with the drought we had (in 2015). That’s why I had it put on the agenda – to get the council’s thoughts.”

The current watering schedule is

-  Stage 1: voluntary watering twice a week.

-  Stage 2: mandatory no more than twice a week.

-  Stage 3: mandatory no more than once a week.

-  Stage 4: mandatory cessation of all irrigation.

The city is now in Stage 2.

Several council members agreed that the city should be careful with its water supply, but they also seemed reluctant to tighten restrictions at this time.

Councilman Lyle Grimes suggested that members withhold further consideration until installation of the city’s new smart water meters when more accurate data would be available.
